Rollmio is a new web 2.0 startup that is a “consumer generated creative network where anyone can participate as a CREATOR or PROMOTER.” By using Rollmio creators can make money if their video clips are selected by the client, and promoters can make money by simply promoting the selected video clips on their blogs.
As a creator you can make video commercial clips for clients from a list of projects that are e-mailed to you as “creative briefs” when you sign-up. If your video gets selected by the client to be promoted on blogs then you will be able to win cash and prizes.
As a promoter you will get the chance to promote video clips by introducing them on your blog. You get to pick the video clip to promote from a list of client approved videos. After you have chosen the clip all you have to do is place it on your blog and comment on why you chose it and you are done. You will then receive money for promoting that video clip.
That is pretty much all there is to it. So if you are looking to make a little extra money and can either create video clips and/or promote video clips on your blog, then you might want to give Rollmio a shot. Oh, and if you are wondering, it is free to join.

My question to you is this. have you actually got paid by the network. How do I as a promoter or creator know it actually pays out for my time and work.

No, I just found the service today and haven not tried it yet. It is Free to join so if you are interested give it a shot.
I normally just present the new startups and social networking sites that are available, because with this site and a full time job there is no way for me to try them all.
I usually ask that if my readers try the service and like/dislike it to post a comment.
